How can do Persistence and Luck

i can't find the Cornelius quest Persistence and Luck at he is not this quest,how must do to received this quest please help need Miragen't Gear..

As far as i know, some of the the quests u need to do before you start on Persistence and Luck are bugged. If you are able to find a way pass these bugs then go to where Cornelius is and press F7 (or whatever hotkey you set "Selete Nearest Ally" to) close to that position, it should select him.Hoped this helped.
